If we want to simpify the process & procedures, to demonstrate the empowerment and to advocate the value of trust & respect, we do need to reflect on the current practice. Can a calibrated rating from a group of people really prevail the direct line manager's? This is not logically convincable. In the end, elimating all the non-value added activities can help us to improve our speed in coping with this fast-changing market place and managing what truly matters to our consumers.
